الصومال الذي كان يمثل في الماضي نموذجا للمجتمع المتجانس عقيدة وثقافة وهوية ولغة أضحى اليوم على العكس من ذلك تماما، حيث يقدم بحسبانه النمط المثالي لما تكون عليه الدولة الممزقة، حتى أصبحت لفظة "الصوملة" في الأدبيات السياسية هي تعبير عن الدولة الفاشلة، فبمجرد أن يسمع المرء عن حصول مجاعة في منطقة ما في العالم، إلا وتكون الصومال في الذاكرة وكأنها الدولة الوحيدة التي ارتبط اسمها بالمجاعات والجفاف والحروب الأهلية على الرغم من تهديد الجفاف والمجاعات لكثير من الدول، إلا أن مخاطر هذا التهديد لا تمتد لفترات طويلة مثلما هو الحال في الدولة الصومالية.
سنحاول من خلال هذه المقالة إلقاء الضوء على الكارثة الإنسانية التي يعاني منها الشعب الصومالي.
تعريف المجاعة، الجفاف، التصحر:
تعريف المجاعة : هناك تعريفات عدة للمجاعة تشمل نقصا واسعا في الغذاء، يؤدي إلى ارتفاع كبير في معدلات الوفيات، ونقصا مفاجئا وحادا في عرض المواد الغذائية يتسبب بالجوع على نطاق واسع، وانهيارا مفاجئا في مستوى استهلاك الغذاء لعدد كبير من الأشخاص، وحصول مجموعة من الظروف في شكل يحول دون نيل عدد كبير من السكان غذاء كافيا، ما ينتج عنه سوء تغذية واسع الانتشار.
و"تعتبر المجاعة جزئيا، ظاهرة اجتماعية تشارك في أحداثها الأسواق وأسعار الغذاء، والتركيبة الاجتماعية. ومنذ عام 2004 تبنتّ منظمات مهتمة بإغاثة المجاعات مثل: "برنامج الغذاء العالمي" و"وكالة الولايات المتحدة للتنمية الدولية"، معيارا يتكون من خمس درجات لتحديد حجم المجاعة وكثافتها، مستخدمين عناصر مقومات المعيشة، وعدد الوفيات، وسوء تغذية الأطفال كمؤشرات لتوصيف درجات المعيار، وهي: انعدام الأمن الغذائي، وأزمة غذاء، ومجاعة، ومجاعة حادة، وأخيرا مجاعة قصوى أو كارثية.
أما الأمم المتحدة فتقصر استخدام "المجاعة "على الحالات التي يتجاوز فيها سوء التغذية 30 في المئة من السكان، ويموت أكثر من شخصين من كل 10 آلاف شخص يوميا، ويبرز نقص حاد في الحصول على الغذاء من جانب نسب عالية من السكان.
وتحصد المجاعات في العادة الأطفال وكبار السن، لكنها نادرا ما تؤثر في معدل نمو السكان لأكثر من بضع سنوات"(1).
و"تتسبب مجموعة من العوامل في جعل بعض المناطق أكثر عرضة من غيرها للمجاعة، مثل: الفقر، وسوء البنية التحتية، وضعف التكافل الاجتماعي، والنظم السياسية الاستبدادية، وضعف الحكومة وعدم قدرتها على معالجة الأزمات.
وتتراوح أساليب معالجة المجاعات بين وسائل إغاثة قصيرة الأمد، ووسائل معالجة طويلة الأمد. وتتمثل الأساليب القصيرة الأمد بمعالجة النقص في الفيتامينات والمعادن من خلال توفيرها وتوزيعها طبيا، وإعطاء المكملات الغذائية والتطعيم، وتحسين بنية الصحة العامة وتوزيع الحصص الغذائية وتوزيع المياه الصالحة للشرب.
وهناك قناعة متزايدة بين المجموعات المعنية بإغاثة المجاعة، بأن توزيع النقود مباشرة أو في شكل قسائم على سكان المناطق المتضررة بالمجاعة هي أرخص الطرق وأسرعها وأكثرها فاعلية لإغاثة المجاعة عندما يكون الغذاء موجودا ولكن لا يمكن شراؤه.
واعتبرت بعض هذه المنظمات هذه الطريقة ثورة في عالم مساعدات الغذاء؛ لأنها تختصر كثيرا من تكاليف نقل الغذاء من مكان إلى آخر، وخزنه وإدارة توزيعه. أما في المناطق التي تعاني من الجفاف وشح عرض الغذاء، فإن توزيع المساعدات الغذائية بطريقة عينية هي الأمثل لإغاثة المتضررين. وتهتم الإجراءات الطويلة الأمد في المقابل، بمعالجة الأسباب التي تؤدي إلى المجاعة وتمنع حدوثها، ومنها: الاستثمار في أساليب الزراعة الحديثة مثل: الأسمدة، وطرق الري التي ساعدت كثيرا على إنهاء الجوع في الدول المتقدمة، وتبني نظم للإنذار المبكر تتوقع حدوث مجاعة وتسعى إلى منعها أو معالجتها قبل استفحالها (2).
"وتعدد الأمم المتحدة عدة معايير لتعريف “المجاعة” التي أعلنتها في الصومال واعتبرتها مدمرة بسبب الجفاف والحرب، من ارتفاع نسبة الوفيات إلى سوء التغذية، وصعوبة الحصول على المياه. وطورت منظمة الأمم المتحدة للأغذية والزراعة في السنوات الخمس الأخيرة بالتعاون مع منظمات غير حكومية وأخرى تابعة للمنظمة الدولية “إطاراً متكاملاً لتصنيف الأمن الغذائي”، حيث أصبح المعيار الأكثر استخداماً. وبحسب “اللوحة المرجعية لهذا الإطار” هناك خمس مراحل ممكنة في الوضع الغذائي لبلد أو منطقة التي تعاني مشاكل، تبدأ “بشكل عام بالأمن الغذائي” وتنتهي بمرحلة خامسة هي “المجاعة/كارثة إنسانية”.
والسمات الرئيسية لهذه المرحلة “معدل وفيات يتجاوز الشخصين يومياً من أصل عشرة آلاف شخص، وسوء تغذية حاد يطال أكثر من ثلاثين بالمئة من السكان، وتوافر الغذاء بمقدار أقل من 2100 سعر يوميا لكل شخص، وأقل من أربعة لترات من المياه يوميا لكل شخص أو فقدان كامل لوسائل العيش فعليا. إلا أن هذا التعريف لا يلقى إجماعا.
ويشير "كريستوفر باريت"، الخبير في المساعدة الغذائية وأستاذ الاقتصاد في التنمية في جامعة كورنل في الولايات المتحدة، إلى أن المجاعة “تتسم بارتفاع معدل الوفيات أكثر من العادة بسبب نقص في المواد الغذائية، أو عدم إمكان الحصول عليها بشكل كاف، إما بسبب الجوع وإما بسبب الأمراض أو الأضرار التي يسببها سوء تغذية خطير وهو الأمر الأكثر شيوعا”(3).

تعريف الجفاف: حالة ناتجة عن هبوط معدل تساقط الأمطار السنوي لفترة زمنية طويلة. وتسمى هذه الحالة أيضا القحط، وأثنائها تجف الأنهار والآبار والبرك، فتنخفض الموارد المائية للمزروعات والصناعات والأشخاص إلى الحد الأدنى، وتحمل الرياح القشرة الفوقية للتربة، كما تذبل المحاصيل الزراعية في المناطق التي لا تسقى بواسطة الري وتنفق (تموت) الماشية(4).
وتتعرض جميع مناطق العالم للجفاف الطبيعي، "حيث ينخفض معدل سقوط الأمطار عن متوسطه المعتاد، ويستمر هذا الانخفاض عدة أسابيع، أو عدة شهور وربما عدة سنوات. ومن المؤسف أن يصل وقع تأثير الجفاف الممتد إلى حد الكارثة، ومن المحزن أن الكارثة شديدة الوطأة علي سكان المناطق المهمشة في الدول النامية"(5).
تعريف التصحر: حسب المفهوم الذي أقره "مؤتمر الأمم المتحدة بشأن البيئة والتنمية UNCED عام 1992 فإن التصحر desertification هو تدهور نوعية الأرض في المناطق الجافة وشبه الجافة وشبه الرطبة، نتيجة لعوامل مختلفة تتضمن التغيرات المناخية والأنشطة البشرية"(6).
والتصحر يتسبب في "فقد مساحات شاسعة من أراضي زراعية خصبة؛ فتخرج من منظومة الإنتاج، وتقل القدرة المحلية لإنتاج غذاء وكساء تحتاجه أعداد متزايدة من البشر، خاصة في الدول النامية فيبدأ الجوع في الانتشار بين الناس.
والجوع هو أحد أهم المظاهر الرئيسية للفقر، وهو بالتزامن أهم مسببات الفقر ومشتقاته التي تتضمن تدني القدرة البدنية علي العمل فينخفض الدخل، وتتدهور القدرة الذهنية للأطفال؛ فتنخفض قدرتهم علي التعلم واكتساب المهارات فتقل فرص العمل"(7).
"وكانت دراسة صدرت عن المنظمة العربية للتنمية الزراعية في مجال مكافحة التصحر في الوطن العربي عام 1996 قد حذرت من خطورة الوضع في الصومال؛ حيث ذكرت أن 82.70% من مساحة الصومال مهددة بالتصحر؛ مما يعني كثيرا من تكرار الجفاف والمجاعة في المستقبل وهو ما حدث بالفعل."(Cool.

أسباب الجفاف في الصومال:
العامل الجغرافي:
تقع الصومال في البروز الشرقي من أفريقية المعروف بالقرن الأفريقي، وبذلك يطل الصومال على جبهتين بحريتين، على المحيط الهندي من رأس كامبوني بعد خط الاستواء جنوبا وحتى رأس عسير "غواردفوي" شمالا بمسافة طولها 2100 كم تقريبا، والثانية على خليج عدن من رأس عسير شرقا، إلى ما بعد زيلع غربا بمسافة 1200 كم، ولها حدود برية مع كل من جيبوتي وأثيوبيا وكينيا.
ومن جهة أخرى فالصومال السياسي يقع ما بين درجتي عرض 12 شمالا و 3 درجة جنوبا.
ويتميز سطح الصومال بأن معظمه هضابي متموج، حيث يسود طابع الهضاب معظم مساحة البلاد (ثلثي مساحة البلاد) في الشمال، بينما السهول تسود معظم المنطقة الجنوبية.
وهناك مجموعات من السلاسل الجبلية كمجموعة حافة جولس ومجموعة جبال سراة ويتراوح ارتفاعها ما بين 500-6000 قدم.
أما السهول فالساحلية منها تستخدم كمراع طبيعية، بينما السهول الداخلية أكثر غنى من الساحلية وتستخدم للزراعة.
وللصومال ساحل طوله قرابة 3300 كم وبذلك يمتلك الصومال أطول شاطئ من بين الدول العربية وثانيها من بين الدول الأفريقية بعد جنوب أفريقيا.
أما المناخ فيمكن وصفه أنه مناخ صحراوي بالأساس، فالحرارة مرتفعة في جميع الفصول وتتراوح ما بين 15 – 30 درجة مئوية في معظم المناطق والساحلية منها خاصة، بينما تصل إلى 40 درجة في بعض المدن كزيلع وبربرا وبندر قاسم (بوصاصو) مما يدفع سكان تلك المدن الهجرة إلى النواحي المرتفعة في الداخل.
أما الأمطار فيتميز القرن الأفريقي عموما بأمطاره القليلة وغير المضمونة، إضافة إلى أنها زوبعية (تأتي لفترات قصيرة وفي مساحات محدودة). وعلى العموم فإن الأمطار في الصومال موسمية، تهطل معظمها في فصلي الربيع والخريف، إضافة إلى كميات قليلة في الصيف وفي المناطق الساحلية فقط.
تتراوح كميات الأمطار في البلاد بين 50 مم – 800 مم. وتزداد هذه الكمية كلما اتجهنا من الشرق إلى الغرب ومن الشمال إلى الجنوب.
ويتركز الجانب الأكبر من موارد الصومال في الرعي والزراعة، لكن نسبة استغلالهما لا تتعدى 2% من مساحة الأراضي الصالحة للزراعة كما قدر الخبراء.
وتعتمد الصومال بشكل رئيسي على تصدير رءوس الماشية إلى دول الخليج العربي، لكن مع الثروة الحيوانية الضخمة التي تمتلكها البلاد إلا أن أغلبها تموت بمعدلات مرتفعة بسبب الجفاف.
وتحتوي أراضي الصومال على كنوز لم تستغل حتى الآن، وهي اليورانيوم والمعادن والنفط في المنطقة الوسطى والشمالية الشرقية من البلاد، أما الثروة السمكية الكبيرة تأتي من الساحل الطويل للصومال بدءًا من أقصى الشمال الغربي، مرورًا بخليج عدن، ثم المحيط الهندي إلى الحدود مع كينيا.
ولا شك أن الموقع الجغرافي للصومال له دور كبير في هذه الكارثة الطبيعية، وتفسير ذلك أن التيارات البحرية تعرّض المناطق الساحلية للجفاف، وذلك حينما تهب من تلك البحار رياح تتميز بقدرتها على امتصاص بخار الماء، ونادرًا ما تُسقط أمطارًا؛ إذ إن شدة الحرارة تعمل على تبخر الماء ولا تكون هناك فرصة لتكثيفه.
العامل البشري:
يمكن تعليل حدوث الجفاف بالرجوع إلى الإنسان، وذلك نتيجة لإزالته الغابات والنباتات الطبيعية (التصحر)؛ مما يؤدي إلى قلة النتح، وبالتالي قلة الرطوبة في الجو، وينجم عن ذلك ازدياد التبخر لمياه المطر، إضافة إلى أن الغطاء النباتي يحمي التربة من الانجراف والتعرية من جهة، ومن جهة أخرى يؤدي الرعي الجائر إلى إزالة الغطاء النباتي وتعرية التربة.
وفي ظل عدم وجود حكومة مركزية، والحرب الأهلية المستعرة، دخلت البلاد في دوامة من الفوضى تجاوزت عشرين عامًا، فانتهز بعض التجار هذه الحالة وقاموا بقطع الأشجار وإزالة الغابات بآلات متطورة وسريعة. وانتعشت على إثر ذلك تجارة الفحم وتصديرها إلى الخارج، ، وخاصة دولة الإمارات العربية المتحدة وذلك بقطع النباتات وإزالة الغابات بالكامل بآلات متطورة وسريعة، وهذه الأمور كلها أدت لتحول الصومال إلي صحراء قاحلة "(9).
ويشير مهدي حاشي إلى أن العوامل الطبيعية التي أدت إلى وقوع المجاعة في الصومال قد عمت منطقة القرن الأفريقي بأكملها، "لكن حالة الفوضى التي يعيشها الصومال وفقدان المؤسسات التي من شأنها مواجهة مثل هذه المآسي، والتي ضاعفت من وطأة المأساة وحولتها من مجرد جفاف تمكن مواجهته ببعض الإجراءات لتقليل آثاره على حياة المواطنين، إلى كارثة تهدد حياة الملايين.
اللافت للنظر أن المنطقة المنكوبة التي أعلنت الأمم المتحدة المجاعة فيها تعد من أغنى المناطق الصومالية وأخصبها، حيث يمكن القول إنها تشكل سلة غذاء الصومال كله، ويعتمد أهلها على الزراعة.
إن الصومال لا يواجه أزمة مجاعة فحسب، بل أزمة وجود بعد عقدين من الشلل، حيث الأمراض تفتك بالناس بالجملة، وحيث تبتلع البحار مئات كل أسبوع، وتضيق مخيمات اللاجئين في الدول المجاورة بالباحثين عن لقمة العيش"(10).
موجات الجفاف في الصومال:
تكرر الجفاف في الصومال في القرن الماضي أكثر من عشر مرات على مدى عشرة عقود تقريبًا، ومن أشهر أعوام الجفاف التي لا ينساها الصوماليون في تاريخهم الحديث ذلك الذي حدث عام 1964، والذي أطلقوا عليه (عام جفاف المكرونة)، نسبة إلى المكرونة التي كانت توزع علي المتضررين في ربوع الصومال.
بعد عشر سنوات ضربت موجة جفاف جديدة البلاد عام 1974، وعُرفت محليا أيضا بالجفاف "طويل الأمد"، ولكن تم آنذاك التغلب على آثاره بفضل وجود الحكومة المركزية، والتي أنقذت كثيرا من المواطنين ونقلتهم من الأقاليم الوسطى إلى الأقاليم الجنوبية حول ضفاف نهري جوبا وشبيلى.
في عام 1992 وقعت أسوأ موجة جفاف في القرن العشرين في الصومال، ويُقدَّر عدد من قضوا نحبهم بسببها بأكثر من 300 ألف نسمة، وقد خيّم الجوع آنذاك علي أجزاء واسعة من البلاد، وهي الموجة التي جاءت على إثرها قوات أمريكية وأممية في ديسمبر/كانون الأول من العام نفسه بموجب قرار دولي من أجل حماية وتأمين وصول الإغاثة للمتضررين.
توالت بعد ذلك على الصومال سنوات أخرى من الجفاف اتخذت طابع الاستمرار، فبعد أن كانت تلك الموجات متباعدة (كل عشر سنوات تقريبا كما سبق القول) صارت في الأعوام الأخيرة شبه متواصلة(11).
موجة الجفاف الحالية بالأرقام:
حديث الأرقام حول الصومال يثير الرعب والفزع وكلها أرقام رسمية صادرة عن مؤسسات وهيئات دولية:
- تقدر الأمم المتحدة أن 10% من أطفال الصومال يموتون كل 11 أسبوعًا في المجاعة.
- أكثر من 13 طفلاً بين كل عشرة آلاف دون الخامسة يموتون يوميًّا في المناطق التي تعصف بها المجاعة.
- يقع نصف تعداد الصوماليين أي 3,7 ملايين شخص تحت تهديد المجاعة من بين 12 مليون شخص قد تأثروا من جراء موجة الجفاف في شرق إفريقيا.
وحذرت وكالات الإغاثة الدولية التابعة للأمم المتحدة من أن الجفاف والمجاعة في الصومال قد يؤديان إلى مأساة إنسانية ذات أبعاد وخيمة؛ إذ سيحتاج شخص واحد من بين كل ثلاثة أشخاص إلى مساعدات إنسانية عاجلة.
ويمكن فهم المزيد من جوانب المأساة التي خلفتها موجة الجفاف الحالية في الصومال من بعض المعطيات الأساسية الواردة في تقرير منظمة الأغذية والزراعة (الفاو) الصادر في شهر إبريل/نيسان الماضي:
- يوجد2.41 مليون نسمة بحاجة ماسة لمساعدات إنسانية، بزيادة قدرها 30% مقارنة بأعدادهم قبل ستة أشهر.
- نزح 1.46 مليون نسمة من سكان المناطق الوسطى والجنوبية بسبب المجاعة والصراع الدائر بين الفرقاء السياسيين.
- يعاني 940,000 من السكان أزمة غذائية حادة، ويشتكون من ضيق سبل الرزق.
- أصاب الجفاف وبخاصة في المناطق الجنوبية 241,000 طفل دون سن الخامسة بأمراض سوء التغذية الحادة، بزيادة نسبتها 9% عن ما كانوا عليه قبل ستة أشهر. (يبلغ معدل سوء التغذية الحاد في جميع أنحاء الصومال 16%).
- أدت موجة الجفاف الحالية إلى أن يكون إنتاج المحاصيل في الموسم الزراعي الحالي هو الأقل منذ عام 1995.
- ارتفعت أسعار المواد الغذائية وغير الغذائية التي تستخدمها الأسر التي تقطن الجنوب بنحو 35 % منذ عام 2009.
- 90% من المواشي نفقت في بعض أجزاء البلاد.
- يعيش في مقديشو وحدها أكثر من 100 ألف شخص من ضحايا المجاعة، فروا مؤخرا من المناطق التي ضربها الجفاف بجنوب ووسط البلاد.
- يصل 1700 صومالي يوميا في المتوسط إلى إثيوبيا و1300 آخرين في المتوسط إلى كينيا.
- أعلنت الأمم المتحدة أن منطقة سادسة في الصومال تعاني رسمياً من المجاعة، ما يرفع أعداد المحتاجين لمساعدات إنسانية في البلاد إلى أربعة ملايين شخص.(12).
